Calgary City Council has voted to repeal the city’s blanket rezoning policy following weeks of public hearings. The vote passed 12–3. The policy allowed for more multi-unit housing types, such as rowhouses and fourplexes, on parcels that were previously limited to single-detached homes. Council heard from 411 speakers and received approximately 3,300 written submissions from residents with a range of perspectives. While council has voted in favour of repeal, changes to land use rules are tied to the formal bylaw process and implementation timelines. This means current zoning rules may remain in effect until those steps are completed. Once finalized, land use is expected to revert to what was in place prior to the blanket rezoning. Based on current direction, a revised land use approach may also be introduced to address evolving housing needs and provide additional housing options in a different form. It’s also important to note that other land use tools, including the H-GO (Housing – Grade-Oriented) District, remain in place and are separate from this decision. If implemented, this would shift certain types of residential development back toward a case-by-case rezoning process.
